On the tournament page it says CC19

MONSTER ROYALE is the official CC Battle Royale tournament, and the finale of CC19, the 19th Anniversary Event. Note that all Royales in this tournament are worth 1 point, except those on Colosseum are worth 2 points.

But it's the CC20.

And I don't see a join button like we usually have, is that normal ?

in past years they have waited till the final day to launch the tournament, but could also be they are having tech issues from the hack and everything

In my memory they launched the tournament after the end of the event, but joining the tournament was possible immediately, as soon as you had enough cc cakes.
